Yes it is effective immediately but they have something called "execution provisoire" which would apply in all cases.

Jordan is basically an adopted Le Pen. He was in a relationship with one of the granddaughters for years. He would not have got the presidency of the party otherwise. Marion is lacking momentum and just came back recently after years of disagreement with her aunt.
