Filing articles of impeachment for a lawbreaking cabinet secretary is not like filing, say, a UBI bill, and if your analysis is that a UBI bill is a better and more worthy windmill to tilt at, or that impeachment must be able to be heard (or even be winnable!) to be filed, you have lost the plot.
