Have you heard of "Budapest memorandum" signed in 1994 where America to provide Ukraine security in exchange for nuclear disarmament? So the agreement with US is worth nothing. Probably, this war was in agreement with russia aiming to devide minerals, the goal is achieved.

There is no need in coops, there is need for fear. Second very effective method is when your neighbor writes denunsiation and blame another neighbor of taking down a camera for some social scores. Look there were no Nazi Germany or Russia if there where no effective methods.

It would be enough to build a system based on social scores like in China. This is the probe of creating of total control supported by AI. Satellites, inside/outside cameras, phones, social networks, any data base is all controlled by centralised AI. If you trow trash not in a trashbin minus score.
