I think you have to say that the mission to create legal clarity had mixed results at best

1) I'm pretty sure that people with a GRC can get a new birth certificate, so this doesn't even work 2) if you present every gym in the country with the guidance "unless your service is unisex you need to impose this embarrassing and legally risky process" guess what's going to happen

So a patient known to be unable to speak being sent repeated telephone appointment letters. Number to call on the letter is of course not correct. Given an alternative that just rings out. No email address. This is simple stuff that magnified across the NHS has huge impact.
