I’m told the tariffs Trump announces today will NOT go into effect today. There will be a time delay of some months, possibly an April 1 start date. This will be a presidential memorandum today not an executive order, and USTR will be tasked with developing next steps.

this is the crux of the problem with Trump’s ludicrous tariff threats: they are so over the top that domestic politics in a lot of countries will prevent them from backing down from a trade war because capitulating makes them look like a vassal state there’s no face saving available

A problem with using tariffs for extortion is that every other country on earth knows you can do it again, and again, and again. The second they give in, they signal that tariffs are an effective way to get them to reverse or alter decisions, and they can never put that genie back in the bottle.
