As numerous and pointless as counting the number of breaths I take on a given day. Can't be bothered keeping track of the failures of leadership if keeping track doesn't ultimately lead to anything being done. We've established it's a big number. That's enough. Other stuff to burn mental energy on.

Output isn't a "ruleset", it's just the nature of that type of questionnaire.
It lacks challenge, and it lacks constraints [constraints put on an otherwise normal action, to make it "gamified"].
Perhaps "challenge" and "constraints" are one in the same, then. Functionally not different.

Rules aren't simply something that happens/a guaranteed pattern or process - a questionnaire with output/feedback is just a questionnaire with output/feedback. A rule is a constraint on potential actions or states of being.

If we don't define rules precisely, then everything under the sun becomes a "rule", including "you must use your brain".
"Arbitrary constraints" are the best way to look at it. For example, it's not hard to put a ball in a hoop. You need rules like "no traveling" in basketball, & [the shot clock].

Wikipedia says "Key components of games are goals, rules, challenge, and interaction". There is no challenge in a questionnaire, and "rules", in this case, is not simply the existence of constraints, but the intentional increase/complexity of constraints (which may be the source of a challenge).
