Not every change has to involve the entire world. Start small and then build up to larger changes. Three consequences on a city results in a dramatic change to the city. Change three cities and there will be a dramatic change to the region, etc.

There is also the Rule of Three. Once the party has placed three similar consequences, something big should happen as a result. For example, once the party has placed three “Unrest” consequences on the city, a revolution may break out, trying to remove the unjust ruler from power.

Consequences are an excellent way to track the changes that are happening in the world. Remember that consequences don’t have to be placed on characters, but can be placed on organizations, cities, regions or anything else in the game world.

If the PCs want to remove an unjust city ruler from power, they might have a goal of sneaking crates of revolutionary pamphlets through the sewers to certain distribution points. If they succeed at the goal, they’ll place an “Unrest” consequence on the city.

I really enjoyed Star Chamber, but it's also not the best example of a loosely plotted scenario. Operation FULMINATE is another good one, and a better example of loose plotting.

In the prototypical SOS adventure the PCs are a group of freelance "scrappers" who do odd jobs and salvage old vessels or other scrap. While out in the void doing this sort of job they stumble upon some sort of bioengineered monster either left behind or hidden in some sort of corp black site.

Dime Adventures never sold as well as our other lines, so it might or might not get one. Age of Ambition does well, but the game line is only 5 years old, so any theoretical second edition would still be years away.

If Shadows Over Sol 2e does well, then we probably will... on a long enough timeline. Against the Dark Yogi would be the next most likely candidate for a second edition.
