The issue is that the vast majority of research has no economic value, because most experiments fail. But pursuing that research enables us to conduct the research that DOES have value. If you could predict the return from every research project, it would not be research.

So the 2.64:1 multiplier is probably a significant underestimate of the full benefit of NIH investment in research

Note—that’s exactly what this study measures: the multiplier effect of spending $ on staff, goods & services and how those $ cascade thru the economy. What it can’t measure: the substantial gains in productivity and quality of life from NIH-funded work to understand, prevent, and cure disease
