yeah I haven't seen Apocalypse Now but I've seen similar critique of e.g. the Gundam series, which has both an overarching "WAR IS BAD" message and also very loving depictions of cool robots fighting

the degree to which you'd get "good" bullying out of it is I think vastly outweighed by the bad shit people get up to. it's like when people complained about reply controls because they were using it to "speak truth to power" or w/e

ultimately the thing is no copyright-based approach can stop something like Adobe Firefly, or Disney training a model on their entire catalog, because in both cases they do legitimately have the right to do so
