Also dienlich i. S. v. attraktiveren Fahrzeiten zwischen einwohnerstarken Zentren, schnelle Reisen per Zug würden Flüge überflüssig machen, vgl. Italien, Frankreich

I have never seen the double deckers in the Amsterdam-Innsbruck composition and according to Vagonweb [1] already now you would not find them there.

It seems like I misinterpreted the Vagonweb link that I posted earlier. As of 21.12.2024 the Porta Moravica did contain the panoramic coach, which would suggest that it might actually be also part of that trains composition for the new, recently started timetable year.

It used to be. The direct EC train pair still exists but according to Vagonweb.cz [1] it seems like for the 2025 timetable the panoramic coach was removed, in 2024 it was there.

Were they deployed on that route in 2024 though? From what I found out the only trains where one could board it outside Switzerland were the EC Transalpin Zürich-Graz and the EC Porta Moravica Graz-Przemysl train pairs.

Not sure if you are aware of this, but afaik the 10-15 min. stayover in Brennero is due to technical reasons. I have watched multiple times the train manager walking down the entire train to do something with the brakes of the coaches. So border control is yet only a side effect of the extended stay

Also booking them with Trenitalia might be possible but then you need to somehow have it printed on paper in the station? Frequently Italian passengers happen to get these instructions by the conductor upon ticket control

+1 for DB. Whenenver I check the Brenner-EC trains DB also usually has the cheapest price for these.

Good working! How does train staff like you reach their workplace timely in case of this strike? You mentioned a BC100 somewhere, but now? Are you required to take one of the Notfahrplan trains? Or does your employer grant you alternative means of transport (rental car, flying if possible ...) too?
