The UN lacks a culture of planning, as planning is often discouraged by both leadership and Member States. Many existing capacities are prevented from doing actual planning b/c they are overwhelmed w/routine reporting reqs. The UN is therefore often unprepared for entirely predictable crises. [1/3]

I interviewed UNESCO officials who were involved at the time when the US stopped paying assessed contributions in 2011. The biggest issue: Nobody was ready to prepare for a predictable situation, cause everone was afraid preparedness would encourage non-payment. 1/2 cc @telegramwriter.bsky.social

If the US, Russia and #Ukraine can reach an agreement, it becomes possible that a UN #peacekeeping mission is deployed; this would also facilitate the deployment of neutral TCCs, vs. only European ones. The question is whether there is enough confidence in UN peacekeeping for it to play a role.

This could affect the 90-day review of U.S. membership in UNESCO and the 180-day review of int'l orgs, which are supposed to be led by SecState in coord w/the ambassador to the UN. Currently, only one of the five ambassadorial posts at USUN is filled; the career DPR is serving as chargé d’affaires.

One of the other awardees is former U.S. Senator Nancy Kassebaum (R-KS). In 1985, concerns about UN budgets being adopted over the objections of major financial contributors drove the adoption of the Kassebaum-Solomon amendment, which led to consensus-based decision making in the #FifthCommittee.

Re-upping as the Security Council is meeting once again to discuss potential rehatting of the MSS into a UN peacekeeping mission. It is worth remembering that there are other options to address a funding shortfall, e.g., the delivery of a support package funded through UN assessed contributions.
