Placing all #USAID staff on admin leave is cruel to staff and harmful to U.S. interests. It also doesn't square with the notice #Rubio sent to Congress announcing a more measured process that could have been undertaken in compliance with law. (1/2)

USAID isn't charity. It's a foreign policy tool with bipartisan origins that is critical in this dangerous global environment. Gutting it means gutting our ability to compete and keep America safe.
