To hit ffwd on the most dystopian option, the latter scenario is a dream for Palantir, Oracle, Microsoft etc and a nightmare for effective service delivery or democratic governance. Whether it's possible to execute is another matter, but it's a possible end point of centralised techno-managerialism

Yep. If the government is prepared to be so ruthless with the NHS jobs cuts (10,000 being cut with the closure of NHS England), they are definitely prepared to see universities go to the wall.
