Indie studios usually have their own contacts for people who will cover their games and make content on it instead of a Steam review. If we gave keys to every CC who asked we would lose money. As an ex CC I would have to buy keys sometimes as a business expense to then make content.

Depends on the publishers, usually they fund the game for a cut of profits. They also can do marketing, QA, porting, and even things like making the store page side of things. Some just focus on the actual publishing on a platform, uploading builds, making assets, trailers, packaging ect.

So you would have a pitch deck for publishers which is a very detailed package, this and your actual build (usually non public) you would have a NDA for or some form of document for protecting your interests. Then there is public domain media which is trailers, screenshots ect which is separate.
