I genuinely don't think it's good to allow Israelis into my country, the UK, any more. What our government thinks, and still tries to compel us to think too, is immaterial. Israelis (barring a few percent of objectors, it seems) are just disgusting people. That's that.

Women getting harrassed, intimidated and assaulted is a problem. That some men doing this are foreign is largely irrelevant, because 'being foreign' isn't the cause of the problem. Yes, Lowe is a racist; as such, his 'solution' is useless at best and creates more social ills at worst.
