Well if he means… by 'a broader range of kiwis' - people who don't own a house, aren't low information, centre of the centre valence voters - yeah maybe. But somehow i do'nt think he means that.

100/120000 would be to dream of… Crowed House: 2/12000 = a Modeshare of 0.0017%. Cycling shouldn't have to be promoted event by event to get SOME participation. The fact that its just not on any normie's radar means cycling is in desperate need of a cultural circuit breaker.
