What a hopeless mess that article is. If "English" is defined as an inherited, unchangeable ethnicity which is unaffected by citizenship, homeland, moral/political/social outlook, cultural habits and affinities etc, then that doesn't make Englishness a "substantial" concept but a nearly empty one.
