H&M really ought to have built the tunnel just a bit north of Hoboken rather than just a bit south so you wouldn't need to compromise between frequently and runtime

For rail transit an intermediate solution I like is free for users on off-peak hours with a usage-linked government subsidy to the transit agency per to replace lost fare revenue. This would eliminate deadweight loss at ~half the cost of outright free fares.

There are parts of Connecticut within 30 minutes of Grand Central by train, which is not true of Pennsylvania. So the NY-NJ-CT tri-state area does make sense from the NYC metro perspective.
