iPad is perfect for that. They're pricey but also hold great resell value. You can buy a nice one second hand if you're willing to wait for a good price to pop up. I bought mine second hand and it was in good condition and came bundled with an Apple Pencil and case.

iPad is extremely good with its multiple use and portability even if it's not seamless with the PC. I'm not an Apple fan but I vouch for its utility.
Depending on what you need, it could work but it's just extra steps.
Are you trying to use any certain programs or want anything specific?
