My idea behind this:
If you are interested in learning/understanding how a web server works, it's much easier to do so when implementing a crude server yourself.
C because one is forced to use the basics, not abstractions.

For me it was Ruby/Rails 9 years ago, then 2015 learned about Elixir and started to use it professionally in 2016.
Never looked back.

I would suggest trying it out and building some side project with Phoenix. Give it some time to get used to it.
