"House GOP leadership aides said the intent was to treat D.C. as a federal agency" — except it's not an agency. It's a municipality with a Congressionally-approved FY25 budget, who has explicitly been exempted from this brinkmanship for 20 years. There is no budget savings here, only sabotage.
