My point is that food security is very complex and something that we haven't been very concerned about addressing over the long term.

But prices of commodities (Ukrainian grain taught us this) are determined by speculation rather than actual supply and demand. Children with acute malnutrition will die if they don't get food, but they can't eat grain. They have to have specific supplements.

Donors have been reducing food aid slowly for a few years now (check the humanitarian appeals or ask a refugee in Dadaab) and no one has been very concerned about it. Trump's executive order is a 90 day suspension - not sure if that's enough time for the market to correct itself.

Organizations who receive US aid also serve their interests. It has created a situation not only of market distortion, but also of aid dependency, which is probably the intention.

This will be a much shorter thread then. Yes, it's that. Probably the best way to sum it up is that most of the people receiving this kind of aid (humanitarian aid) should be receiving development aid - skills training and agricultural support are two examples.

No. USAID has never done frontline delivery. Nor does WFP. They do the logistics. It's NGOs that deliver on the ground in operations that are only partly funded by WFP. USAID has always focused on development, not humanitarian aid. Regardless, food aid has been declining for a few years now.

Do you mean as a source of food aid? I suspect that WFP will be one of the programs that receives a waiver (if they haven't already).
