One scenario I've heard, from a credible source, is this: the ship was leaving at slack water. The dock was at right angles to the river, and it was backing out under power while turning. There was a mechanical failure and it could not be put into neutral nor could it be throttled down.

That number sounds big; in real life years of litigation would have ended up at a fraction of that. Even the full amount wouldn't have been enough to change his behavior though - which is, after all, the alleged purpose behind punitive damages. Is it OK that those charges disappeared? Not at all.

Many years ago (20?) I explained to a Republican the actual burdens this created for my 86 year old mother. Time, money, who to contact, a trip to DMV - I had to help her every step of the way. It took the better part of a month, nearly $100 (then), and several hours of my time. He finally got it.
