The increase in "rare" events is partially due to a warmer atmosphere. For instance in Louisville, KY they’ve seen a 26% increase in hourly rain rates since 1970 as per @ClimateCentral
While most of the rainfall was due to a stalled system and waves of rain, climate heating plays a significant role.
