Long story short, they are corrupt and inept but from an investors POV the money will keep rolling in in spite of their mismanagement.

I'm no expert so please correct me if I'm wrong. My understanding is their monopoly status and the regulatory framework guarantees them an income stream. They can run up debt to line shareholder's pockets and fail to maintain infrastructure but still keep getting paid by us. It's corporate theft!
