You can't create efficiency with chaos. They're at opposite ends of the spectrum. Efficiency and order go hand-in-hand. Chaos = disorder = inefficiency. They've created a mess, and it will likely cost more than any "savings" to restore order and efficiency.

I didn't know that. I spent about 20 years doing HR and payroll, including just after IRCA passed in 1986. An I9 form has specific requirements; employers in compliance need a SS card. Maybe not in CA any more.
It seems like IRS accepting taxes/issuing ITIN should imply legal status of some kind.

What they're going to find, if anything, is that a lot of employers aren't following the law regarding I-9s and right-to-work documents, or are paying cash and not reporting it so they don't have to pay SS taxes on workers.

FWIW, Neibuhr delivered the eulogy at the funeral of my great-grandfather, who he called his spiritual mentor. The Episcopal Bishop of Michigan 1916-23, he introduced Neibuhr to the Social Gospels, those parts of the Bible that give simple instructions of kindness, compassion, etc. For his work
