Yeah it's willfully ignorance and even when they are eventually affected by their choices they will probably rather choose denial and deflection than admit they were wrong or try to fix the harms.

I'm thinking primarily of climate change research & technology development, policy and financing which has taken a major hit, but there are many other areas too.
