He doesn't care about anything other than the chance to be with her and potentially recapture that family dynamic that he misses so much.
There a bunch of little touches to this scene that makes all of this feel really well thought out. I could mention them, but I also don't want to go on forever

What she actually wants doesn't matter much to him at that point. He has no faith in sinners (because why would he, considering his history) so he has no interest in entertaining her dream of redeeming them. No way he's letting her near Heaven.

But, once she offers him the chance to come and see the hotel, Lucifer basically completely ignores the rest of her request and hangs up straight away, caught up in his excitement. All that matters to him is the feeling that she finally actually wants to see him.

He obviously can't allow her to be hurt by them in the same way he was so he dismisses her request, quite casually at first. Once she explains how passionate she is about it, Lucifer acts more unsure of himself. He understands now how much denying her will upset her, but at the same time, he has to.

Lucifer is obviously struggling with depression caused by how much he misses his family. His motivation during the call is just to be her fun dad that she can rely on for anything, at least until she asks for the one thing he can't give her. He knows what Heaven is like.
