I mean, these folders are essentially a props to impress whomever is in front of the minister. I'm not sure a WHSmith's folder would have the same impact.

How many governments have bought these folders unreported for years and years? Perhaps the article would be “balanced” if the cost over 14 years of the previous party was included. £1200 is too much but is insignificant in the scale of waste.

Well, Pippa, this all goes back to the Cameron days when he got Phillip Green to do a report on Civil Service and Government stationery procurement. Green recommended centralisation, so only using certain suppliers where at one stage it cost around £5.00 for one A4 exercise book to write in.
Based on the article's prices at a difference of 20x between the HoC shop standard and luxury goods,
the cheaper option would have to be looking tatty after 6 months and the expensive one would have to last 10 years to represent good value.
I doubt they are used for 10 years without a swap though.
As it happens, their budget line for a single leather-bound folder is my budget for a decent slim hybrid laptop with touchscreen including detachable keyboard and a padded slipcase that could accommodate a document folio.
I think my (work) laptop has more utility and will have lasted 7+ years.
