The devil is in the detail though. There should be 4kWh minimum, and south facing.
We should indeed require new homes to generate their own electricity. But legislating that they MUST have solar panels is very bad legislation that WILL produce bad [hard] cases.
The point is that legislation should specifiy WHAT is to happen, not how.
Technology changes rapidly; far faster than law can keep up with.
