Rutte speaks on behalf of NATO, and since the US still forms the backbone of NATO, he is speaking on behalf of the US. Macron does not have to do that; as an important member of NATO, he is entitled to draw his own conclusions.
Europe sending mixed signals: good. It shows we don’t meekly follow, while by the time we need to take up some kind of role, there will be a joint plan. It’s messy, but it’s supposed to be.
