Signal isn't designed to make preserving messages easy; its design is more to make it easy to automatically delete messages. Would be better to ban its use in government because of recordkeeping laws.

No, signal allows to to specify permanence. It can be permanent, or disappear in a configurable timeframe. It's dependent on the settings of the conversation.

If course you can still manually delete messages that are permanent on your end if you choose.
