Hard to say. Saw himself comes off as awesome doing practically nothing - a regular Boba Fett. But we don't know much about his Partisans besides "Doesn't want to join your Rebel Alliance" and some hearsay that they're more brutal than the Alliance wants.

None of the rebel cells could have overthrown the Empire individually. Some cells are more dysfunctional than others, all have their drawbacks, all have their strengths—and they’re all committed to violent revolution.

But on balance the rebellion gained something when Saw died. By that point all other factions were ready to unite and Scariff was the victory that bound them together.

What I know of Saw's cell:

1) They attempted to liberate Kashyyyk. Had some success, not clear if it stuck.

2) They don't like team-ups, and other teams don't like them.

3) Saw is all the way out of his mind on Rhydo in Rogue One.

So, it's really not a lot to go on.

Perhaps no matter what way you look at things it’s flawed, no resistance, uprising or liberation is perfection.

But the partisans don’t seem to care in the least for others. Just wanting to fight, they represent the extremism of resistances and loss of humanity in the process.
