The House ethics committee doesn't need to "leak" the Gaetz report. Nothing is stopping any member of that committee from invoking parliamentary privilege to read the full report into the Congressional Record.

He tried to read it on the floor but there was no quorum.

Gravel instead convened a session of the Buildings and Grounds subcommittee that he chaired and with the help of staff read out most of the report till 1AM.
