continue to use his legal name just as when he held the title cardinal.

Regal names like Leo XIV are rarely legal names for the person - to better separate their personal actions from their actions as a rule. Not sure how tightly the Papal throne holds to that.
US doesn't have a universal constitutional right to vote, so ...
It's not like "voting in US elections" comes with an obligation of loyalty, it's one's right and duty *as a citizen*.
In practice given the negligible marginal impact of a single vote it seems rather moot

To be fair, you're probably thinking of the Titles of Nobility -Amendment- (see: wiki) which would have stripped citizenship. But it never quite got ratified by the states (tho it's technically still pending)
