We built a nonprofit playground, on city land, subsidized it with health district parcel taxes, and it's still expensive.
Childcare is expensive and complex

Nonprofit indoor play park on city land. Subsidized. Still costs $17/2 hrs of free play.
Reservations required. Imagine the capacity required to accommodate everyone on a rainy day. Then run the facility on sunny days when no one comes
