Have been working for years to increase TriCouncils funding and scholarships, CFI investments and more robust CRC program. This is an opportunity to push that need in a new circumstance.

Hi Stan...some things to consider. The effective F&A rate at Canadian research unis is around 20% (NIH cut from 60% to 15% considered a "death blow"). Overall cuts to NIH will be well over 10x the entire CIHR budget.

There was no appetite in the last liberal government to make the kind of reinvestment that would make Canada's research enterprise more globally competitive, despite their own (multiple) consultations and analyses and rhetoric.

Because so far, the only idea has been boutique bribe programs like CERC, where you handpick a small number of individuals and pay them to come here DESPITE the weaker research environment. That's not a vision to be proud of.

Universities are funded provincially and have been receiving proportionately less funding each year for many years. And the federal funding agencies are also underfunded. We have no $$ to recruit US researchers.

I dislike emphasizing "top talent," because I would not want a few US scientists to get higher priority than a many Canadian researchers at home or abroad.
