Not to take away from the fact this is horrendous for the UK, conflating "in emergency accommodation" with "sleeping rough" generates an expectations / communication problem; the issues to the affected and society are different.
I can only speak for Germany, but here, literally anyone can receive a basic universal income and have the government pay for accommodation. Including illegal immigrants.
I know it seems like a cruel thing to say, but at this point, homelessness is but a really poor choice. 😪
