That's too bad. When talking to policy makers and the public, my Uni just asks that we make it clear we are speaking in our personal capacity (and so that's what I try to do in all venues, like this):

I'm OK w/ it as I agree that what Nicole Rust thinks should not be misinterpreted as speaking about what the massiveness of "Penn" thinks (if that's even a thing).

I want to be able to speak without having to clear it with 27 committees. I'm also not muzzled (like NIH) - that's great.

They don’t/didn’t ask you/faculty to do this if you talk to media about an award you won or anything that brought money and glory to the uni so I think it is unfortunate

It seems a decent way to have freedom of speech for positions the university may disagree with. Alina Chan, a Broad Institute scientist, promoted conspiracy theories SARS2 was a lab leak. Her PI: "As long as she didn’t speak for anyone but herself, it was her right to discuss and pursue this."
