For languages like English in particular associated with imperialism, the concept of "native speaker" is often used to gatekeep certain varieties of English as more authentic/prestigious/desirable
All that said, I am very much not here to police how speakers of indigenous/minority/otherwise oppressed languages describe themselves, and in those cases it really does make a lot of sense to talk about who a language belongs to and who gets to make decisions about it
