That is under domestic law. Refusing to allow a recognised humanitarian inspector into a facility is a breach of international humanitarian law. Two very different situations. If a humanitarian inspector is denied entry, the US seat on the UN Security Council is in jeopardy.
Here's the thing. They *have* to let humanitarian inspectors in per the Geneva Convention 1949 sec. 3.1 under "The Humane Treatment of Prisoners of War." Trump is a high contracted party using a war measures act and arresting noncombatants. That triggers 3.1. Doesn't need to be a militia member.
