Not sure of all the context here.

The Violence Against Women Act (1994) is federal law requiring states to provide free forensic exams for sexual assault survivors.

There could be other charges that aren’t covered, such tests for STD, pregnancy, contraception, EMS and others.

I don't know the details of how this would be covered, but VAWA lapsed between 2019 and 2022.

I’ve seen where Congress reauthorized VAWA in 2000, 2005, 2013, and 2022. I haven’t seen where it wasn’t funded?

It expired in 2019 and wasn't reauthorized until 2022:

Presumably any requirements that states fund anything would not have been in effect during that time.
