It's possible. A subsidized grocery store is equally possible since it would likely only serve a set area by nature of being a physical location.

I'm a USPS employee. I'm a walking example of someone that is working at an org that everyone says is "Working at a loss" but provides a very important need to a lot of people.

I wanted to design magic cards, so I learned a lot about the design techniques, tendencies of all the colors and relative power level.
I've not played since 2020 (Stupid COVID pandemic) so I am also a little behind on the power creep. Which is a power rocket in the last few years.

Sorry, former mid-level magic player. That ability makes no sense since the defending player chooses blockers. The only time when it would come into effect would be if you made a mistake while blocking. At which point your skill is high enough that you wouldn't likely ever need the ability.

As a non-military person, I would say option 2.
Option 1 still has some potentials for winning, but they are far less likely once you get to option 2 considering half of them will not have the right weapon for the situation at any time, so their effective strength is less than 50%.
