明朝也出现了解除海禁的动向。胡宗宪仔细制定计划解除海禁，把王直作为一名统辖管理贸易的人才而对待，虽然把他关进监狱但却以礼相待。
但是朝廷内部事情并没有如他们所期待的那样发展。这是因为大部分官员对于解除海禁态度消极。他们害怕的原因集中在日本在明朝的朝贡体制中经常惹起事端这一事实和对正式承认与日本贸易后将会发生的纠纷。最后，1559年胡宗宪不得不在杭州将王直斩首。
