The people following the orders are more responsible, but at this point being at the bottom means you know what you're doing. Being a regular cop even is clearly less heinous.
Also the trend of these stories of people trying to immigrate in good faith and being deported is heartbreaking.

The example I like to point to is the Iranian Revolution. There was a huge coalition of people who wanted to get rid of the Shah, including communists and people who wanted democracy. But the theocrats were the ones who were able to seize power after the Shah was deposed.

tbf that's basically all "burn it all down" sentiments. I've had conversations with people who say stuff like "abolish the Supreme Court" and when I ask basic questions like "how does society function without it" they don't have answers. It does bad things, so get rid of it! Baby, meet bathwater.
