Every org I am aware of in CA, no matter where they are on "free," short-term, long-term, never, whatever, understands the priority is saving service right now. Many, but not all, put service growth before free.

There are very real problems with capital cost escalation, and cost escalation in general. They do not commonly involve graft. Your example is the MTA firing a team they decided wasn't providing value. These things happen all the time in the corporate world, no one cries "graft!"

I find not adopting conspiracy theories about self-enrichment helps identify the actual problems. There is no evidence, at least for MTA, that staff have been playing personal enrichment games. The problems are structural, not corruption.

I think this point is largely missed because it's not taught. Execs want to be perceived as the decider, but (if they are worth anything) know they can't decide most things. They need processes that normally result in good decisions. A writing style that forces synthesis is one such tool.

Maybe that's part of the marketing too, an intentional conflation of "automated" and "autonomous," two very different concepts. "Automated Vehicle" is a far more accurate description. Like all automation, once the robot is outside the environment it was trained for, it's pretty helpless.
