From a social science POV, defining cultural authority has to be measured in what will be a very, very complicated way to mean anything.
But I never see posts about gender images that remotely try to do that. Just "masculinity means this now," a meaningless assertion except subjectively.

A local official called up the NPS and said, "Hey, are you ready for a MAJOR riot when 10,000 angry Pride marchers decide to occupy Dupont Circle anyway? Do you have enough troops to BEGIN to try to stop them?"

The whole concept of "epitome of a gender type" is nonsensical. If you surveyed broadly enough to really find out what masculinity means across all of America's demographics, you would get a WIDE set of results. These ideal types are cooked up for talking points and clicks, or to lobby for an image.
