It's not 1/3. It is 1/3 "might" - as in that is the number in the survey who were undecided or slightly or fully in favour. Cam Davies only took 17.5% of the By-election vote on a separatist platform in a rural riding known for separatists and anti-federalism.

It isn't a new thing. When FB was launching social media in the aughts I was making apps and games for the platform (until they killed that ecosystem). $25,000 build to earn $5.00/mth. There never was a "golden age" for content producers. It has always been pennies earned on the $100 spent.
