Corruption is too vague a term. Bribery does require a qpq as does conspiracy to commit bribery. Just ask Rod Blagojevich, among other IL pols. What’s a violation of the emoluments clause hasn’t been tested in court, has it? I want 47 to file suit demanding that he be allowed to keep the plane.

The emoluments clause is clearer, but carries little in the way of enforcement procedures or penalties. In this case, it looks egregiously corrupt, but the law hasn’t been field-tested. Imagine 47 filing suit (vs whom idk) demanding to keep the plane. 3/3

Now conspiracy is a much fuzzier issue because you have to convince a jury that communication between the two parties was clear, and occurred at a point when action was still possible. Then there are thank-you gifts which muddy things further. 2/3
