To be clear, Judge Young is ruling that the NIH terminations were neither "reasoned" nor "reasonable" based on the legal standard previously set forth by the Supreme Court for reviewing agency actions (e.g., terminations) under the APA.
This is very good for plaintiffs.

The new NOFO takes out that HBCUs and Tribal Colleges and Unis are also eligible from previous iterations, which is a loss. I suspect many of those schools but not all will still be eligible

Many w current R16s are also waiting on renewals and those planning on submitting for the May deadline had it cancelled last minute. These are the R01 like grants for unis w >$6M NIH funding that serve >25% Pell students. Lots of fear this mechanism would be permanently cancelled
